Title I

This program provides financial assistance to LEAs and schools with high numbers or high percentages of poor children to help ensure that all children meet the challenging state academic standards. Federal funds are currently allocated through four statutory formulas that are based primarily on census poverty estimates and the cost of education in each state.

How Stimulus Funds Support Title I

Title I funding provides additional academic support and learning opportunities to help low-achieving children master challenging curricula and meet state standards in core academic subjects. For example, funds support extra instruction in reading and mathematics as well as special preschool, after-school, and summer programs to extend and reinforce the regular school curriculum.

IDEA

The Individuals with Disabilities Education Act (IDEA) is the nation’s special education law. States receive federal funding through formula grants but are required to provide Free Appropriate Public Education (FAPE) in the Least Restrictive Environment (LRE). Grants are provided to children from birth to 21 through either early intervention (age birth to three) or a vast array of services for children from age 3-21.

How Stimulus Funds Support IDEA

Federal funds are combined with state and local funds to provide free appropriate public education to children with disabilities. This includes special education and related services. Funds are used for salaries of teachers and other personnel, education materials, education-related services—such as special transportation or occupational therapy that allow children with disabilities to access education services—and other education-related needs.

Enhancing Education Through Technology (E2T2 or EETT)

The primary goal of this program is to improve student achievement through the use of technology in elementary and secondary schools. Additional goals include helping all students become technologically literate by the end of the eighth grade and, through the integration of technology with both teacher training and curriculum development, establishing research-based instructional methods that can be widely implemented.

How Stimulus Funds Support E2T2

Technology stimulus funding is slated to support the goals of the E2T2 program. Eligible use of funds include enhancing existing technology and acquiring new technology to improve student achievement with products such as hardware, curriculum software, digital content, course management, instructional management, student management systems, communications technology, and professional development.

*Projected E2T2 counts reflect projected allocations that were available from 14 states.
